Konuya ili\u015fkin a\u00e7\u0131klamalarda bulunan Alt\u0131n Emlak Global Y\u00f6netim Kurulu Ba\u015fkan\u0131 Mustafa Hakan \u00d6zelmac\u0131kl\u0131, art\u0131\u015flar\u0131n sadece emlak vergisi ile ilgili olmad\u0131\u011f\u0131na dikkat \u00e7ekerek, veraset ve intikal vergilerinden, de\u011ferli konut vergisine, emsal kira de\u011ferinden, tapu harc\u0131na kadar bir\u00e7ok kalemi etkiledi\u011fini s\u00f6yledi.\n<\/p>\n<p>Emlak vergisini belirleyecek olan rayi\u00e7 de\u011ferlerde bu y\u0131l ya\u015fanan art\u0131\u015flar\u0131n uzun s\u00fcredir kamuoyunun g\u00fcndeminde oldu\u011funu hat\u0131rlatan \u00d6zelmac\u0131kl\u0131, &#8220;4 y\u0131lda bir toplanan takdir komisyonlar\u0131 cadde ve sokak rayi\u00e7 de\u011ferleri yeniden belirlendi. Arsa de\u011ferlerinde ya\u015fanan y\u00fcksek art\u0131\u015f, emlak vergisini de otomatik olarak art\u0131r\u0131yor ve m\u00fckellefleri ciddi \u015fekilde etkiliyor&#8221; ifadelerini kulland\u0131.\n<\/p>\n<p>&#8220;\u00dcst s\u0131n\u0131r getirilebilir&#8221;\n<\/p>\n<p><\/p>\n<p>2025 y\u0131l\u0131nda yap\u0131lacak d\u00fczenlemenin, 2026 ile 2029 y\u0131llar\u0131 aras\u0131nda uygulanacak rayi\u00e7 bedelleri belirledi\u011fini kaydeden \u00d6zelmac\u0131kl\u0131, &#8220;1319 say\u0131l\u0131 Emlak Vergisi Kanunu kapsam\u0131nda takdir komisyonunun d\u00f6rt y\u0131lda bir toplanmas\u0131 sonras\u0131nda bir de\u011fer belirleniyor. Komisyonun toplanmad\u0131\u011f\u0131 y\u0131llarda bu art\u0131\u015flar, yeniden de\u011ferleme oran\u0131n\u0131n yar\u0131s\u0131 nispetinde yap\u0131l\u0131yor. \u00d6rne\u011fin 2024 y\u0131l\u0131nda yeniden de\u011ferleme oran\u0131 y\u00fczde 43,93 \u00e7\u0131km\u0131\u015ft\u0131. Buna g\u00f6re 2025 y\u0131l\u0131nda emlak vergilerindeki art\u0131\u015f y\u00fczde 21,96 ile s\u0131n\u0131rl\u0131 kalm\u0131\u015ft\u0131. 2026 y\u0131l\u0131 i\u00e7in yeniden de\u011ferleme oran\u0131 y\u00fczde 25,49 oldu. Belki \u2018En fazla bir kat art\u0131rabilir\u2019 gibi bir ek d\u00fczenlemeyle \u00fcst s\u0131n\u0131r gelebilir. Ayr\u0131ca y\u0131ll\u0131k art\u0131\u015flar yeniden de\u011ferleme oran\u0131n\u0131n oran\u0131nda yap\u0131labilir. Aral\u0131k ay\u0131 i\u00e7inde bu d\u00fczenlemenin \u00e7\u0131kmas\u0131n\u0131 bekliyoruz&#8221; dedi.\n<\/p>\n<p>De\u011fer bar\u0131\u015f\u0131 \u00f6nerisi\n<\/p>\n<p><\/p>\n<p>\u00d6zelmac\u0131kl\u0131, gayrimenkulde ger\u00e7ek de\u011ferlerin \u015feffaf bi\u00e7imde beyan edilmesi i\u00e7in yeni bir sisteme ihtiya\u00e7 oldu\u011funu belirterek &#8220;de\u011fer bar\u0131\u015f\u0131&#8221; \u00f6nerisini \u015fu ifadelerle dile getirdi: &#8220;Bug\u00fcn en b\u00fcy\u00fck sorun, al\u0131m-sat\u0131m i\u015flemlerinde ger\u00e7ek sat\u0131\u015f bedeli yerine belediye rayicinin g\u00f6sterilmesi. Bu hem kay\u0131t d\u0131\u015f\u0131l\u0131\u011f\u0131 art\u0131r\u0131yor hem de vergilerde ciddi dengesizliklere yol a\u00e7\u0131yor. Tapu har\u00e7lar\u0131n\u0131n d\u00fc\u015f\u00fcr\u00fclmesi gibi ad\u0131mlarla vatanda\u015f\u0131n ger\u00e7ek de\u011feri beyan etmesi te\u015fvik edilebilir.
